Preheat a pan or griddle over medium heat, greasing with cooking spray.

In a bowl, mix together flour, oats, baking powder, brown sugar, baking powder, salt, and cinnamon.

In a separate bowl, mix milk, oil, egg, and vanilla extract.

Add wet ingredients into the dry. Stir until just combined (it's okay if there are small lumps). Add in chocolate chips and stir a couple of times.

Pour pancake mix on the hot griddle, and cook until edges look dry and bubbles appear (and pop) on the surface, about 2-3 minutes. With a spatula, peek to see if the cooking side looks golden brown. If it is, it's ready to turn. Cook on the other side for 1-2 minutes.
